Scheduled VM start-stop with Cloud Scheduler + PubSub + Cloud Function

Revisit the Cloud Scheduler + Cloud PubSub + Cloud Function to create a scheduled job to start and stop vm. The scheduled start VM (and later on we may add stop function) by deploying Cloud Scheduler, Cloud PubSub, and Cloud Function.
