All users, stakers who have used the protocol once are required to request for an ETHSTK VISA debit card. You can speed up the process by staking and requesting there by growing the token.

Who can vote in governance?

Currently, governance is centralized. However, once ETHSTK has been sufficiently distributed and the community can run itself. Those who have locked funds in the main ETHSTK - ETH uVault will be able to vote.
