A whole profession formed around this question. Project Managers. From the elaboration of project requirements to controlling the project budget and to the analysis of the critical path. Project managers applied many methods. Just to make sure the team delivered the promised scope in time and budget.

But they failed regularly Projects rarely finished in time. Usually, building the software cost more than expected. And of course, the software did not fulfill all the requirements.
