A code comment is supposed to be a readable explanation of what is going on in a certain block or file of code. The purpose of the comment is to give context to other developers on what is going on. This helps the developers feel more confident when making changes and make the code easier to understand.
Every developer will know the pain of trying to write comments that over developers can understand and without stating the obvious. In my experience, some developers are better than others at it.
